Conversion of Computer Centers into Multipurpose Community Telecenters
Preamble  

Multipurpose Community Telecenters are one of the most rapidly growing applications of ICTs in the developing world. A Telecenter is a “shared site that provides public access to information and communications technologies.”  The basic telecenter consists of premises with several computer terminals and simple furnishings. The main service offered to the public is access to Computers and the Internet (e-mail and Web browsing etc) and often also to elementary software (word processing, spreadsheet). A telecenter can be categorized as government, commercial, franchise, university, school, NGO-sponsored, municipal, and multipurpose.

Project Description
 
There are a number of existing “Computer Centers” in Pakistan, providing useful basic computer education to the youth but un-connected with rest of the world. USF through this this project is providing connectivity to these Computer Centers and converting them into Multipurpose Community Telecenters”. The advantage that these Centers offer is that as these are already running, sustainability (which is otherwise the biggest concern) is not an issue.

Objectives  

USF is providing computer centres the Broadband connectivity so that they can expand their operations, broaden the work opportunities and socio-economic participation.

Methodology  
USF utilized the media (especially the Regional media) for identifying and registering such sound and successful initiatives taken by the individuals/organizations in rural areas. After passing these initiatives through a sieving process these centers are being upgraded to be utilized as MCTs.

Results:

M/s PTCL was the lowest qualified bidder for 9 sites and contract was signed with PTCL worth Pak Rs.46,409,562 On 17th March 2010.

 

M/s Nayatel was the lowest qualified bidder for 1 site and contract was signed with Nayatel worth Pak Rs.9,210,918 On 15th March 2010.

 

M/s Worldcall was the lowest qualified bidder for 1 site and contract was signed with Worldcall worth Pak Rs.5,944,157 On 30th March 2010

 Following sites were dropped as a result of PTCL’s claim of force majeure which was accepted by USF:

1. Indus Resource Centre House of Learning,Aamri, Manjhand
2. Sehat First Ibrahim Hyderi Center, Mir Behar Mohallah Community Center Karachi

PTCL now has contract for 7 Computer Centers, worth RS. 34,873,934/-

Furthermore following center at Government Girls High School, Bherkund was replaced with a new center namely Govt. Boys Primary School, Maira Bubral, Mansehra.
