Mr. Parvez Iftikhar
Mr. Parvez Iftikhar, a telecom engineer with over 30 years of experience, served as the founding Chief Executive Officer of Universal Service Fund (USF) from May 2007 till December 2011. In his almost 5 years, he started USF Pakistan from scratch and executed telecom projects worth Rs. 17 Billion (US$ 280Million, at the then exchange rate) in the unserved and under-served areas of Pakistan. Under his leadership, projects were executed for deploying Cellular infrastructure, Optic Fibre Cables and Broadband-Internet- all through private-sector operators. In a world where universal service programs were mostly failing, soon USF Pakistan became globally recognized as a success story. During his tenure, he was very often invited to share his experience of Universal Service in several countries, especially in the region. Before USF, he was working with the multinational Siemens as country-head of Telecom in Pakistan, where he got extensive opportunities to travel and attended numerous management/technical training programs, mostly in Europe. He has also been on sabbaticals to Carnegie Melon University, USA and Oxford University, UK. Mr. Iftikhar is currently working as an ICT consultant advising Telecom administrations in Asia and Africa (like Thailand, Indonesia, Nigeria, Kenya & ASEAN as a whole, etc.) on ICT Regulatory issues, mainly Universal Service Obligation, directly as well as through international organizations (ITU, USAID/GBI, CTO, APEC, World Bank, APT etc.) He is a keen blogger (www.piftikhar.com/blog) on matters of ICT/USF and also maintains his own website (www.piftikhar.com).
