1.      In accordance with the Pakistan Telecommunication (Re-organization) Act 1996 and Universal Service Fund Rules 2006, as amended, USF will conduct auction for the following lots under Next Generation Broadband for Sustainable Development (NG-BSD) program:

2.     USF will conduct a reverse auction bidding process for the award of subsidy to be paid to the successful applicant, to assist in meeting the costs of providing Telecommunication Services in identified areas for a contractual period of 10 years. Bidding will be conducted in accordance with the open competitive bidding procedure provided in the bidding documents.

3.     Only USF Contributors are eligible to participate in the bidding process under the Universal Service Fund Rules 2006, as amended. The bidder must be an Active Taxpayer (verifiable through ATL) and have a valid NTN and Sales Tax registration. NTN and Sales Tax registration certificates are mandatory and must be provided within the technical proposal.

4.     Information regarding the Lot/s, auction process, services to be provided, eligibility to participate in auction, registration instructions, mode of auction, event schedule and other necessary information is available in the respective "Information Package" on USF website.

5.     Information package shall be made available as mentioned in the above table.

6.     Detailed bidding documents (RFA/SSA/Information Packages) can be received from the office of the undersigned after registration and payment of PKR 1,000, for each lot, non-refundable, in the shape of Demand Draft or Pay Order in favor of "Universal Service Fund".

7.     Registered participants must submit their bids, along with a bid bond of Pak Rs. 5 million for a small lot in the manner and mode prescribed in the RFA, to the undersigned at the address mentioned below.

8.     Any bid received after the specified date and time shall be returned un-opened.

9.     This advertisement is published on USF and PPRA websites.

10.  USF may reject any/all bids or proposals any time prior to the acceptance of a bid or proposal.
