1.     In accordance with the Pakistan Telecommunication (Re-organization) Act 1996 and Universal Service Fund Rules 2006, as amended, USF will conduct auction for Optical Fiber Network & Services Projects for FY24-25 with the following details:

2.     USF will conduct a reverse auction bidding process, for the award of subsidy to be paid to the successful bidder to assist in meeting the costs of providing Optical Fiber Network and Services in identified areas for a contractual period of 10 years. Bidding will be conducted in accordance with the open competitive bidding procedures given in the information package.

 

3.     Only USF Contributors are eligible to participate in the bidding process under the Universal Service Fund Rules 2006, as amended. The bidder must be an Active Taxpayer (verifiable through ATL) and have a valid NTN and Sales Tax registration. NTN and Sales Tax registration certificates are mandatory and must be provided within the technical proposal.

 

4.     Information regarding the lots, auction process, services to be provided, eligibility to participate in auction, registration instructions, mode of auction, event schedule and other necessary information is available in the respective “Information Package” on USF website.

5.     Detailed description of the services to be offered and service areas (RFA/SSA/Information Package) will be provided to the bidder upon registration and payment of PKR 1,000, for each lot, non-refundable, in the shape of Demand Draft or Pay Order in favor of "Universal Service Fund". Please refer to the schedule above for registration deadline.

 

6.     Registered bidders must submit their bids, along with a bid bond of Pak Rs. Two (2) million for each lot in the manner and mode prescribed in the RFA, to the undersigned address mentioned below. The bid will be opened in accordance with the schedule mentioned above. Any bid received after specified date and time shall be returned un-opened. This advertisement is available on USF and PPRA websites.

7.     USF may reject all bids or proposals any time prior to the acceptance of a bid or proposal.
